Is Cigna Leaving the Texas Marketplace?

Yes, at the end of 2026. Cigna health insurance Texas individual plans remain in force through December 31, 2026, and Cigna will not offer Marketplace coverage in Texas for 2027. Cigna is exiting the exchange in eleven states, affecting about 369,000 members nationally. Importantly, your current plan is unaffected and coverage continues normally for the rest of the plan year.

What this means for you:

1️⃣ Nothing changes today

Your coverage, network and claims run as normal through December 31, 2026. Use the plan exactly as you do now.

2️⃣ Open enrollment opens November 1, 2026

That is when you choose a replacement for 2027. December 15, 2026 is the usual deadline for coverage starting January 1.

3️⃣ Do not rely on the auto-match

You will not be auto-renewed with Cigna, because there is no Cigna plan to renew into. The exchange may match you to another carrier on price alone, not on whether your doctors are in the network.

Which Texas Counties Does Cigna Cover in 2026?

Cigna health insurance Texas coverage runs in eleven counties for 2026, concentrated in the Dallas-Fort Worth metroplex plus El Paso and Lubbock.

The 2026 service area:

1️⃣ Dallas-Fort Worth

Collin, Dallas, Ellis, Hunt, Johnson, Kaufman, Rockwall and Tarrant counties, covering most of the metroplex.

2️⃣ West Texas

El Paso, Lubbock and Crosby counties. Coverage does not extend across the rest of West Texas.

3️⃣ If your county is not listed

Other top carriers still offer Marketplace coverage there. Texas leads the nation with 15 participating issuers for 2026, against a national average of 9.0 per state.

What Should You Replace a Cigna Plan With?

There is no single answer, because the right replacement depends on which doctors you want to keep and whether you qualify for a premium tax credit.

Your three main routes:

1️⃣ Another Marketplace carrier

With 15 issuers statewide, most Texas counties still have several options. Premium tax credits apply here and nowhere else, so if you receive a subsidy, start here.

2️⃣ Off-exchange private PPO plans

Bought directly from a carrier instead of through a public exchange. Broader networks and no referrals, although no tax credits. ACA-compliant off-exchange plans carry the same major medical protections including pre-existing condition coverage.

3️⃣ Association health plans

Off-exchange coverage available to individuals and families, and frequently where the broadest provider networks in Texas sit. Medically underwritten association and short term plans can limit pre-existing conditions, so we tell you which type you are looking at before you enroll.

Is Cigna a Good Health Insurance Company?

Cigna rates as a competent, mid-tier national carrier with strong telehealth and pharmacy benefits, and a reputation for stricter claims and prior authorization handling than some competitors.

The honest trade-off:

1️⃣ Strong telehealth and pharmacy benefits

The $0 MDLIVE virtual care benefit is genuinely one of the better telehealth offerings in the Texas market, and the 90-day retail pharmacy option is convenient.

2️⃣ Competitive pricing in the metroplex

Cigna prices well against other carriers in Dallas-Fort Worth, and because these are on-exchange plans, premium tax credits apply if you qualify.

3️⃣ Where members most often complain

Prior authorization requirements are stricter than average, and claim denial and appeal experiences are the most common source of complaints.

4️⃣ The network is narrower than a PPO

Cigna Connect is a network-based product, not an open-access PPO, and it covers only eleven Texas counties.

✅ The verdict for a Texas buyer

For a healthy buyer in Dallas County who wants low premiums and uses telehealth, Cigna is a reasonable 2026 choice. Conversely, if you are managing a chronic condition with a specialist you cannot lose, a plan you must replace in twelve months is a poor place to start.

How Much Does Cigna Health Insurance Texas Coverage Cost?

There is no single premium, because your cost depends on age, county rating area, tobacco use, household size, metal tier and whether you qualify for a premium tax credit. The Texas market moved substantially for 2026.

What 2026 pricing looks like:

1️⃣ The benchmark premium

The average benchmark premium for a 40-year-old Texan rose from $489 a month in 2025 to $661 in 2026, per KFF figures reported by the Texas Tribune.

2️⃣ The increase by tier

Specifically, bronze rose 19.7%, silver 35.1% and gold 31.9%. Therefore the tier you pick changed in relative value this year.

3️⃣ What sets your own price

However, your own premium depends on your age, your county rating area, tobacco use, household size and the metal tier you choose.

4️⃣ Finding your actual number

A quote takes about ten minutes and costs you nothing, because carrier premiums are filed with the Texas Department of Insurance and identical whether you buy direct or through us.

I highly recommend Mark Savoca. I was overwhelmed and anxious about finding health insurance for my family. I knew I didn't want COBRA, but I wasn't sure what my options were. What impressed me immediately was how quickly Mark responded after I emailed him. From that first contact and throughout the entire process, he was always responsive, patient, and willing to answer my questions. Being able to speak with someone (not AI or a robot) knowledgeable and trustworthy brought me tremendous peace of mind and significantly reduced my stress and anxiety. His professionalism and genuine care made all the difference. If you need help navigating health insurance, I highly recommend Mark!!

I spoke with Ric about my situation and he was very helpful. He didn’t beat around the bush and gave me a honest outlook. That’s rare in my experience but definitely appreciated! If I find myself in this type of situation again, I’ll definitely look to him for guidance on all things health insurance.

Check Your Doctors and Your HSA Options Before You Switch

Networks do not transfer between carriers

Importantly, this matters more when you are switching carriers than at any other time. A physician in the Cigna Connect network is not automatically in another carrier's network.

Your deductible resets when you switch

Money paid toward a Cigna deductible does not carry to a new carrier. Consequently a January 1 effective date is cleaner than a mid-year change.

We run both checks before you sign

Whichever carrier you move to, your physicians should be checked against the new provider directory and your prescriptions against the new formulary. Both are re-issued every January, including on a plan you already hold.

HSA-qualified options

If you are healthy and want the premium down, an HSA-qualified high deductible plan is usually the strongest option on the table.

The 2026 HSA limits

Specifically, contributions go in pre-tax, grow tax-free, and then come out tax-free for qualified medical expenses. For 2026 the limits are $4,400 self-only and $8,750 family, with a $1,000 catch-up at 55 or older.

The plan has to qualify first

However, the plan has to be HSA-qualified first. A merely high deductible is not the same thing, and consequently getting it wrong makes every contribution ineligible.

How It Works (3 Simple Steps)

1. Tell Us About You

First, we need your county, age, doctors, prescriptions, and whether you currently hold a Cigna health insurance Texas plan or are shopping fresh.

2. Compare Your Best Options

Then we put your Cigna plan next to every Marketplace, off-exchange and association option you qualify for, and check your doctors against each network.

3. Enroll With Help

Finally, we handle the application, confirm your effective date, and stay on as your broker through the 2027 transition.

Frequently Asked Questions

Yes. Cigna is exiting the ACA Marketplace in Texas and ten other states at the end of 2026, affecting about 369,000 members nationally.

Coverage continues normally through December 31, 2026, and Cigna will not offer Texas Marketplace plans for 2027.

Therefore current members should select a replacement during the open enrollment period that opens November 1, 2026.

Your plan ends on December 31 of that year, and you choose a new plan during open enrollment for coverage starting January 1.

Specifically, you will receive a discontinuation notice from the carrier, and the exchange may auto-match you to a similar plan from another insurer if you take no action.

However, that auto-match is based on plan design and price, not on whether your doctors are in the new network, so reviewing it manually matters.

For 2026, Cigna health insurance Texas individual plans are sold in eleven counties: Collin, Crosby, Dallas, El Paso, Ellis, Hunt, Johnson, Kaufman, Lubbock, Rockwall and Tarrant.

That footprint is concentrated in the Dallas-Fort Worth metroplex, plus El Paso and the Lubbock area.

If your county is outside that list, other top carriers still offer Marketplace coverage there.

Cigna is a competent mid-tier national carrier with strong telehealth and pharmacy benefits, and a reputation for stricter than average prior authorization and claims handling.

Its Texas individual plans include 24/7 virtual primary care through MDLIVE with $0 virtual acute care and wellness visits, which is a genuine strength.

However, for a Texas buyer the decisive factor in 2026 is availability rather than rating, since the plans end after this plan year.

Only during a Special Enrollment Period, because open enrollment for 2026 coverage has closed.

Qualifying life events include losing other coverage, moving, marriage, divorce, or having a child, and each opens a 60-day window.

Additionally, enrolling in a plan that ends on December 31, 2026 means you will be choosing again within months, so it is worth weighing against alternatives.

Not in the individual market. Cigna’s Texas individual plans are network-based products built on the Cigna Connect network.

Cigna does offer PPO network options to Texas employers through group coverage, which is a different market with different eligibility.

For individual PPO access in Texas, off-exchange private plans and association health plans from other top carriers are the realistic routes.

Rates are set for the plan year and do not change mid-year, so your 2026 premium holds through December 31, 2026.

However, your subsidy amount can change if your household income or size changes, since premium tax credits are based on reported income.

Reporting income changes to the Marketplace promptly avoids a reconciliation surprise at tax time.
