Is Health Insurance Cheaper During Open Enrollment?

Texas couple reviewing bills at the kitchen table, asking is health insurance cheaper during open enrollment

Table of Contents

Is health insurance cheaper during open enrollment? Not the sticker price. A marketplace plan costs the same each month whether you buy it in November or in June. But open enrollment is usually the cheapest time to buy, because it is the only time you can compare every plan, get a full year out of your deductible, and fix a renewal that went up.

So the real savings come from what you do in the window, not from a seasonal discount. With most 2027 rates rising, that difference is bigger this year than usual.

This guide explains how prices are set, where the hidden savings sit, and when open enrollment is not the cheapest route at all.

Three moves that save the most money this window:

  • Read your renewal letter and compare it with at least three other plans.
  • Update your income and household details so your tax credit is right.
  • Price private PPO or association options next to the plans you already see.

Is Health Insurance Cheaper During Open Enrollment?

No, not for the plan itself. Is health insurance cheaper during open enrollment than the rest of the year? For a marketplace plan, the monthly premium is fixed for the whole plan year.

Insurers file their rates once a year. Those rates apply on January 1 and stay put until the next January. Someone who joins in July after a move pays the same monthly price as someone who joined in November.

What changes is everything around the price. Here is how the two times of year really compare:

During open enrollment Outside open enrollment
Monthly premium Set for the year The same set price
Who can buy Anyone Only people with a life event
Plans you can pick from Every plan in your area Often limited to your current metal level
Months to use your deductible Twelve, starting January 1 Fewer, but the deductible is the same size
Chance to fix a renewal increase Yes Usually no

How Are Health Insurance Premiums Set?

For marketplace and other major medical plans sold to individuals, insurers can only use four things to set your price, according to HealthCare.gov:

  • Your age. Older adults can be charged up to three times as much as younger adults.
  • Where you live. Prices differ by county, so Houston and Lubbock are not the same.
  • Tobacco use. Smokers can pay more.
  • Who is covered. Each person on the plan adds to the cost.

Your health is not on the list. Neither is the month you apply. That is why the date you buy does not move the price.

Why Can You Only Get Insurance During Open Enrollment?

Because these plans cannot turn you down or charge more for a health condition. If people could join any day, many would wait until they were sick and drop the plan when they were well. Prices for everyone else would climb.

A fixed window keeps the pool balanced. Everyone joins at the same time for the same year, and the life-event rules cover people whose situation really changes. Our guide to the special enrollment period explains who qualifies.

That same logic also explains the main cost of missing the window. You are not charged more later. You are just shut out.

So Why Does Buying During Open Enrollment Usually Cost Less?

Is health insurance cheaper during open enrollment in practice? For most people, yes, for four reasons that have nothing to do with the sticker price.

1. You get a full year from your deductible. Deductibles reset every January 1. Join in July and you face the same deductible with only six months to use the coverage.

2. You see every plan. Outside the window, people who already have a marketplace plan are often limited to a plan at the same metal level. Inside it, every plan is open to you.

3. You can undo a renewal increase. If your insurer raised the price, open enrollment is your chance to leave. A premium increase alone does not open a special window later in the year.

4. You can fix your tax credit. Updating your expected income now means your monthly help is right from January, instead of a surprise when you file your taxes.

Our guide to how to lower health insurance premiums covers more ways to cut the monthly bill itself.

How Much Will My Health Insurance Premium Go Up in 2027?

For many Texans, noticeably. Insurers proposed a median increase of 15 percent for 2027, and 63 percent of proposed changes fell between 10 and 25 percent. That follows a median proposed increase of 18 percent for 2026.

The same analysis found three main drivers:

  • Medical costs rising faster than usual, with insurers projecting about 10 percent cost growth.
  • More spending on drugs such as GLP-1 medicines.
  • Healthier people leaving after the enhanced tax credits expired, which insurers say added about 4 points to 2027 rates.

The enhanced tax credits ended after 2025, as KFF explains. Many people who still qualify now get less help, and households earning more than 400 percent of the poverty level can get none.

The Peterson-KFF analysis gives one example. A 40-year-old in Indianapolis earning $65,000 paid $316 a month in 2025, $477 in 2026, and would pay $546 in 2027 if the proposed rates hold. Your numbers will differ, but the direction is the same for many people.

This is the strongest reason the question “is health insurance cheaper during open enrollment” gets a practical yes this year. This is the moment to shop. If you let your plan renew without looking, you accept the new price by default.

Is It Cheaper to Enroll in December or in January?

January looks cheaper on paper and usually is not. Enroll between December 16 and January 15 and your plan starts February 1, so you skip one month of premium.

You also skip one month of coverage. Any bill in January is yours in full, and if you had a plan last year, the old one may simply renew for that month.

Enroll by Coverage starts What you save What you risk
December 15 January 1 Nothing Nothing
January 15 February 1 One month of premium A month with no new coverage

So is health insurance cheaper during open enrollment if you wait until the last week? Only if nothing happens to you in January. For most families, December 15 is the safer and cheaper date.

Is Health Insurance Cheaper During Open Enrollment for Employer Plans?

The answer works the same way. Your share of the premium is set for the plan year, and open enrollment is when you see next year’s number and choose.

What you can change is the plan tier, who is covered, and whether you pair a high deductible plan with an HSA. If you are weighing that last option, read our guide to the high deductible health plan.

One cost trap: dropping a spouse who has their own job plan can save money, but check both plans’ networks and deductibles first.

When Is Open Enrollment Not the Cheapest Route?

When a plan outside the marketplace fits you better. Some private plans are not tied to open enrollment and work differently from marketplace plans.

Older couple comparing plan costs to answer is health insurance cheaper during open enrollment or with a private plan

Plan type Can you buy outside open enrollment? Who it tends to suit
Marketplace plan Only with a life event Anyone, and people who qualify for tax credits
Private PPO or association plan Often yes People who want a broad PPO network and do not qualify for much help
Short-term plan Yes Healthy people bridging a short gap

Some of these plans may ask health questions. A healthy applicant can sometimes pay less than a marketplace price. Someone with ongoing conditions may pay more or face exclusions, and short-term plans are not major medical.

If you earn too much for tax credits, these options are worth pricing during open enrollment, not instead of it. For this group, is health insurance cheaper during open enrollment depends on comparing both kinds of plan side by side. Our page on individual health insurance in Texas explains the differences.

Is It Cheaper Not to Have Health Insurance?

Only until something happens. There is no federal or Texas penalty for going without coverage. The IRS reduced the federal penalty to zero from 2019 on.

But the uninsured pay full price for care, and one hospital stay can cost more than years of premiums. Coverage also caps your costs. Every major medical plan has an out-of-pocket maximum, the most you can pay in a year for covered care.

Texas already has the highest uninsured rate in the country, 16.7 percent in 2024. Skipping open enrollment to save money is how many people end up in that number.

How Much Should Health Insurance Cost a Month?

It depends mostly on your age, your county and your income. There is no single fair price, so compare plans on what a full year would cost you.

Cost What it means
Premium What you pay each month to keep the plan
Deductible What you pay before the plan shares costs
Coinsurance or copays Your share of each bill after the deductible
Out-of-pocket maximum Your worst case for the year

A simple test: add twelve months of premium to the deductible. That is roughly what a bad year costs. Do the same for each plan you are considering, then check your doctors are in network.

Our guide on how to choose a health insurance plan in Texas walks through the full comparison.

What Should You Do Before the Window Closes?

Is health insurance cheaper during open enrollment if you do nothing? No. Auto-renewal keeps you covered, but at the new price and sometimes on a different plan.

Run this short list before December 15, so coverage starts January 1:

  1. Open your renewal letter. Note the new premium and any network changes.
  2. Update your income and household. It sets your tax credit for the year.
  3. Compare at least three plans. Use the full-year cost, not just the premium.
  4. Check every doctor and drug by name. A cheaper plan with the wrong network is not cheaper.
  5. Price private options too. Especially if you get little or no tax credit.

The window for plans you buy yourself in Texas closes on January 15, 2027. Our guide to when does open enrollment end explains why December 15 is the date that really counts.

Does a Broker Make Health Insurance Cheaper?

Not the listed price. A marketplace plan costs the same whether you buy it yourself, through a navigator or through a broker, and brokers are paid by the carriers, not by you.

What a broker can do is widen the comparison. A licensed Texas broker can put private PPO and association options next to the plans you already see, in one conversation.

Closing thoughts

Is health insurance cheaper during open enrollment? The price is the same, but the savings are not.

  • The premium is fixed for the year. The month you buy does not change it.
  • Open enrollment gives you every plan. Outside it you usually need a life event.
  • A full year of deductible is worth real money. Join in January, not July.
  • 2027 renewals are rising. Doing nothing means accepting the new price.
  • Private plans can be cheaper for some people. Price them during the window too.
